I am interested on getting a 318... help!!

Hello, I am a newbee on the BMW scene. Can anybody help me on some info that I really need.
I saw a 99' 318 hatchback coupe that was on sale and the seller claims to be an M series bimmer. The owner claims to have shipped it from the UK. It even shows the M symbol on the stearing wheel. I beleive the engine has it also.
Did the US had or made the M series coupe HB for the 318 for that year? is it rare?
Can anybody also tell me about the regular 318's hatchbacks that come with the rag top or "California sunroof" that some call it. Are they worth it? are there any deffects on those?
How many horses are most of the 98 and up BMW coupe hatchbacks come with anyway?
Please let me know I am on the market for one, thanks.
