88 fuel qusetion

it was my car but now i just work on it. the prob started about 2 weeks a go the car was acting like it didnt get enough fuel till high rpms, then got where it wouldnt idle or even run desent at low speeds my sister took it to the shop were they said it was a fuel filter fixed it the booging down but still had the not wanting to run at low speeds. then now it just wont start or even run without pushing it with the truck and then it will pop bump and kick out clouds os black smoke? my question is could a fuel pressure reg be bad or would the pump not put out enough gas ?

if you are going to mess with the timing then i would go buy a chilton's or a haynes manual for your car. the pics help alot.
but could be the timing
