I rebuilt the motor two weeks ago and ever since it has been hesitating at lower rpm's. The rebuilt included a new connecting rod, new oil rings, new connecting and main bearings, new gasket set, new plugs, and new wires. I heard it could be air intake control valve.

definatly could be your air intake valve. check to see if it is stuck, maybe spray the shit outta it with some carb cleaner.. that works well for me to get that nastiness all off

or IAC (idle air control) valve, located on the back of the throttle body, remove it and clean the hole...

Yip, I just cleaned my IAC and man, what a difference. Remove it, make sure you don't ruin the O-ring and sparay the pintle and spring with carb or throttle body cleaner and scrub it gently with a toothbrush.
Rinse with the cleaner again and spray the hole in the throttle body with the cleaner also. also take the intake off and clean the throttle body butter fly and make sure it is seating properly. You will see the IAC hole goes all the way through to the back so blow the carbon and gunk out of it. Also, how do you adjust the timing on these vehicles? |

you cannot adjust the timing. The car has a distributorless ignition that is all computer controlled.
