84 Sierra 350 - fluctuating fuel pressure

At 55 MPH fuel pressure sometimes fluctuates slowly from 4 to 9 PSI. At low pressure fuel starvation is evident. Gas tank, sending unit, fuel pump, and filter are new. When disconnected, blowing in vapor return hose causes fuel to come out of fuel line. Also tried leaving gas cap off. New engine with approximately 40K miles. Ideas?
