Angry electrical system main harness

my 22 year old son purchased a 95 lumina.now after 6 months he has a serious problem with the main elcetrical harness.involing everything from the horn to the wipers.he installed and in line fuseable link.reason being the fuse bx.was totaly melted together.no fuses popped though.now he had smoke coming from the steering encloser.when the car is running the widshield wipers move about 5" without being on all the time.if turned on low the go at warp speed.
my understanding is the 95's harness had a lot problems.96 and there after they swithched back to the harness of 94's.
how can he rectify this problem.still has 6 months left before it's paid for,so he don't want to get rid of it.
please can anyone give a hint on what to do??
