Car won't start

I'm desperate!! I have a 1990 Accord and sometimes it will turn over and sometimes it won't. Sometimes it turns over and then shuts off, then I have to wait a few minutes (or an hour) almost like it's flooded. Anyway, it's pretty frustrating. Could this be my starter going bad or is it something worse??? I just had new spark plugs put in so maybe it's the wires?
