99 Yukon REAR WINDOWS
Does anyone know how to take the block off of the rear windows so I can roll them all the way down.

There is no "block" that is the bottom of your door getting in the way.
You could remove the little stopper that keeps the window from hitting the door and get about an extra inch or so, but then your are running the risk of breaking your glass. Hope this helps.
