99 Caravan wont crank

GM tech needs help from a Chrysler tech.
I offered to help out the used car manager from a GM dealer i used to work for. He said he had a intermittent no crank that turned into a no crank all the time. I figured how hard could it be now that it wasnt intermittent. Here is what i have checked.
I have crank voltage out of ign switch, I also have crank voltage at the starter relay. I also have B+ at the relay. I can jumper the relay and get it to crank over. But even with the key on it will not start??? No spark or injector pulse. The only other wire to that relay comes from the ecu?
It almost seems like an alarm issue. I am going to try and find a service manual. Any ideas are welcome

A little more info. ECU is not enableing starter relay or shutdown relay.
I can scan ECU data but cant get any body,trans or abs data. I am using a Snap On Scan tool. I am thinking BCM.

What year van? Is there a red light that comes on the dash when you turn the key on? If so, does it eventually go out or flash?

OOOOP's I forgot to put in the year. It's a 99. No red light that i have seen. It does have a yellow display above the cluster for the alarm. I believe it stays on with the key on. I cant check right now because i have the BCM out.

Going to try a BCM tomorrow. I have a running 97 Caravan to use for parts. Before this is over we may have two broken vans.

You might want to consider taking it to a dealer. They have a diagnostic fee of 80 dollars. I was just thinking of the time you are going to spend troubleshooting the car and maybe damaging the other car in the process.

is by any chance the gas gauge stuck on e when you turn the key on ?
there is a problem with the dash circuit and alarm system if it stuck on e wack the dash see if the gauge comes up if so start the engine .
