radiator fan need help!

guys i need help on my 2001 rav4. i know a similar thread has been posted in this forum already but it seems not to help my case, hence this new post.

we have tested all 3 fan relays already and all 3 works fine, the connection to the fans are fine also. we have tested the coolant temperature sensor also and it seems fine (we dont have an idea what the exact resistance that triggers the fans to come on) at least its not an open circuit, as we apply heat to the sensor, resistance reading falls gradually.

we have cleaned all necessary connections but nothing happened.

before we took the engine apart, this problem already existed. the engine was overhauled because it overheated warping the head and cylinder block and 3 stud bolts to loose its threads. we refaced both head and block and had the 3 studs oversized.
