92 roadmaster will not start

I had the wrong relay when I checked it. The fuel pump relay has voltage the car will start if you dump gas down the carb or throttle body I get no voltage at the plug for the fuel pump with the car in the run position when you crank the car the voltage goes to 9.3 volts any ideas appreciated thanks
