Alternator tensioner

On my 91 coupe the alternator tensioner bolt is missing a mounting bolt i believe. my power steering has 2 tensioner bolts that look exactly like the alternator's but only one of the tensioner bolts for the alternator is mounted. any help on how to mount it back? and i aslo believe my balance shaft alignment marks may be off by just a hair could i just use a timing light to fix this or do i have to take all the prastic shrouds and lower my motor again? thanks
