about the 2nd neon tach question

Yes it will work, a buddy of mine just the other day got one and put it on his neon which did not have a tach in it and it worked better then my aftermarket tach. Their all made the same its just tachs are optional.

If your original cluster didn't have a tach, you might also need a tach adapter. That's another $60 for an aftermarket tach.
