Question '98 Bonneville FOB Keyless Remote

Anyone have an idea how to figure out what is wrong with my keyless remote?

Problem started when it took several tries to unlock doors today. Figuring the battery in the FOB was about due for replacement, I bought and installed new battery. Now the remote doesn't work at all! Performed proceedure outlined inside of FOB as well as vehicle's owner's manual: Hold "Lock" and "Unlock" buttons in for 8 seconds until horn beeps. My horn never beeped and remote still does not work. Even tried holding buttons in for 30 seconds. No luck.

HELP PLEASE!!!

connect a jumper wire between # 8 and 4 on dlc connector close doors turn ign on then hold lock and unlock button for 30 second then door lock will cycle

You will need to repeat this for the working remote. Any remotes you want to "marry" to your car must be done at the same time. Well, 1 after the other.
