"ETS Off" light. Can Someone Help me?

I just bought a 96 Pontiac Sunfire. One-owner, garage kept, a reall nice looking car, body immaculate. I have a question with this darn "ETS Off" light.

I understand that you can turn the system on/off with a click of the button on the gear shift -- but -- (I feel really stupid for asking this).....If it is normal driving conditions (no snow, no wet roads), is the "ETS Off" light supposed to be illuminated? I read the manual and from the way it read, in normal driving conditions, the ETS Off light should be on.

I guess, I wanted to make sure I'm using this system correctly. I would think that if this system was to be on, then a light would show that it's on. Insteady, from what I gather, the light illuminates when it's off. Doesn't make sense to me.

Can anyone explain this to me in laymans terms?

The way you have it is fine the light comes on when it is off and yes it is for normal conditions you only want it on when its snowing, raining and it helps to have it on when your going up hills.
