Unhappy low beam lights on 97' century

It seems like the beam on my head lights does not go out that far and I don't know what the problem is.It seems to go out only about ten-fifteen feet.There is some type of cover over the bulb too and I don't know what the purpose of that is.The only way I can see at dark well is if I put the high beams on.Any suggestions?

In what condition is the lens? Are the bulbs properly mounted in the lamps, (non sealed beams). Is it possible that the bulbs require replacement? Are they aimed properly? Ray
