Question 1974 road runner lock up stall conveter ?

Ok here is the problem I have a 904 tranny with a lock up stall converter, tranny also has a shift kit. The problem is this the lock up is always engauged I think at least that is what the tranny place is telling me anyway what it does is when it is left in drive when coming to a stop the car jerks (because its not down shifting when it is suppose to) it finally shifts down and that is why the tranny shop is telling me the lock up is always engauged. The person I got the car from is no longer around and but before I couldn't get a hold of him he said the lock up stall conveter is wired to a switch so what he meant by that I have no idea. The tranny shop followed the wire and said it was wired to the fuse box and they tested where it plugs into the tranny and the wire is hot but dont know why it is wired to the fuse box. They wanted to install a dummy converter so the lock up stall converter would always be disengauged. That what they say they need to do. I dont know very much about transmissions let alone lock up stall converters but doing what they say they need to do dont make since to me so that is why im here. The main question I have where is the wire from the lock up converter suppose to be wired to ? If anybody can help with this question I truelly would appriciate it. Thanks to all who reply.
