Airbag Not Replaced... Legal? In Rhode Island???

Hey.. I've blown both my airbag last year, and have only since replaced the drivers steering wheel side. The passenger side remains a mystery hole since they costs so much dollers!! Ya'll know if it is required for getting emissions/inspection sticker?? My inspection sticker has gone on expiration for about 2 months now. Kinda scurred to get stopped by the cops ya know??

Another thing!! I am assuming that my ABS is dead or isn't in proper working order because the light is on.

Anyhow, you think I'll pass and get a new sticker on the windshield considering the two obsticles I have mentioned above?? Oh yeah, I live in Rhode Island by the way. What's the emissions law here? Someone please help... Thanks ya'll!!
