Question

4 wd wont engage fully / help

I have a 2000 silverado and have had trouble with the 4wd engaging. I put a new actuator in and still no luck. I raised all 4 wheels off the ground and activated the 4wd; all 4 wheel roll. But, on the ground the front wheels won't pull! HELP
