Question Air/heat blower fan wont shut off

On my 1990 Olds Delta Royal the blower fan for the air/heat wont shut off. It has an ECC (electronic climate control) type of controller for this I have replaced the relay for the blower fan. All the functions to the ECC work :Bi-Lev,Upper,Lower,Defog/Defrost,R Defog,Cool -Warm, Outside Temp work, Fan speed display shows it varing but fan is at high speed all the time, Auto/ Off display working but fan still running when button pushed to off. The fan stays on even with ignition switch off. Having to disconect blower under the hood to keep it from draining the battery down while parked. Can any one help in this problem???

The fan control module (takes the place of the blower resistor) is shorted...

Check item #42. It's one of three relays.
