Start with a plan for your car.
How will it be used?
What are your goals?
How much can you afford?
stuff like that

If it were my car, Intake/exhaust & suspension would get done first. Then I'd worry about the rest.

I'd do suspension, wheels and tires first. Work on the stance and handling, and then go for the power (whether you do a swap or work with the existing engine).
