Help!!! Security System on 97 Avalon

I installed a new battery, now the starter circuit cut-out will not reset. When I open the door a reley pick up and flashes the lights for about 30 seconds. Then a small red light on the lower left of the steering wheel flashes 3 times, hesitates a few seconds and flashes 3 times again and so on. I have called several Toyota dealers, all with suggestions but none worked. I removed the neg terminal and ground it to the positive for a reset but that did not help either. This is really hard for me to believe. If anyone knows anything about this I would sure appreciate the help!
