'99 Silverado steering problem

I have a '99 Chevy Silverado. When it's first started, it doesn't seem to want to turn right. You have to apply considerable pressure to the wheel and it doesn't want to turn. Left doesn't seem so bad.

After the first few seconds it clears up and seems to be fine, until you shut it off and it sets again.

The local Chevy dealer has no clue, it doesn't have power assist. We thought it might be the sender, but it doesn't have one.

Any clues??
