Instrument panel electrical problem

I recently picked up a 1993 Toyota pickup with a frustrating electrical problem. It regularly blows the 10amp fuse for the instrument panel. I haven't been able to track down the problem and wonder if anyone has had this happen and if so, what cured it? I am fairly proficient with test equipment and have a Fluke DMM to use for trouble-shooting.

In case anyone is interested--I discovered that something connected through the back-up light switch on the transmission was causing the fuse to blow, and then the instruments would go out. I was surprised that the backup lights were on this fuse, and I also discovered that the speedometer/odometer are apparently electronic, not mechanical, as they work when the rest of the instruments work. This wasn't mentioned in the Haynes manual. Now I need to spend more time checking the wiring back to the backup lights themselves and find the actual problem.
