Unhappy Front Bumper Cover Help

I came out of a store today to see my front bumper cover hanging off on the passengers side. It had pulleed the wires that attach to my foglight out of the harness. I got home and was able to fix the harness with some solder and some electric tape, but my bumper cover is just still kinda being held on to my car by friction. On the drivers side it looks like it's bolted to the plastic fender liner, but on the passengers side it's not really attached to anything. I can pull it pretty much all the way off to the point where the bolts on the drivers side are the only things holding it on. Is it supposed to be attached to the car another way besides just being screwed to the plastic fender liner? I'd think yes, but looking at it I'm not sure how it would be.

I've got a 94 325is (2dr) btw... anyone have any idea on this? I just got this car 3 weeks ago and I'm just starting to learn about it... it's too cold to go outside and spend a ton of time laying on the snow to get under it... and I don'to have a garage or anything. I have no idea... anyone?

There is support part that joins the bottom of the bumper and the fender liner. Costs about 10 bucks
