t&c turbo 4 van trouble

my friend has a turbocharged 4cyl chysler minivan. it is really funny...

it was parked for 3 weeks and now it starts hard. after a little give and go, it will idle, sort of. for a few minutes it will idle around 1200 rpm then fall off if you touch the throttle even the slightest. it 'seems' like it is missing as well.
the check engine light will flash 5 times... then off... then flash 5 times... then off when you turn the key. and the stupid maintenance light is on but he said it always is.

any ideas?

sorry, it ias actually a voyager and, i think, a 2.5L turbo
