1990 GP SE rear brake help

Hello all, I decided to change rear pads on my Grand prix, 1990.
I lightly squeezed caliper pistons while rotating safety brake lever to retract pistons. I then ratcheted the safty brake lever to bring pads in contact with rotor.
I now have very poor brakes, does not feel like air as the peddle goes down about 1/3 of the way and gets hard (does not pump up). If I pess very hard I can get the front wheels to lock up but not the back.
I have got conflicting instructions on piston retraction. Any help on my bad proocedure would be very much appreciated.
