Car hesistates before it starts

My brother's 89 CRX Si starts up every time, but when it's cold it'll kinda sputter a few times before the car revs up and really starts. Doesn't happen when it's warm. Anyone have an idea?

Yeah, but my 89 civic LX doesn't do that...it fires right up. This is the only car that i've been in that feels like that.

air tube's still there...and we just had the engine semi-rebuilt (long story there). The battery is old but it cranks nice and strong, but when it catches, it sputters some.

could the intake manifold or distributor cause this?
