Cool Headlamp Lense Fog

My Volvo XC90 has significant headlamp lense fogging. Tried to buff off the fog with buffing/polishing compound but was unsuccessful. Not really sure if the fog is on the inside also. Quick lub services will attempt to buff the lense for $30 each but no guarantees. As you will note from the attached pictures, the fogging is on the lower portion of the lense with more fog over the headlight and less fog over the smaller light. I'm wondering if the heat from the lamps is somehow promoting the fog.

Thoughts or ideas?

If the lenses is indeed faded you can wet sand them buff it back to its former glory.

I use this with electric drill & buffing pad.
And this to seal.
