Park Avenue won't start

Hey y'all,..ok I am stuck here I got a 92 Buick park Avenue and it had a Breath analyzer hooked up to it. The dude I got the car off of said he took it to the shop to be removed then he drove it home.the car Sat for some time and he fired it up a few times a week till the starter went.so I got the car and put a starter in it and new battery hit the key nothing...ok check connections try again nothing....ok so now I try to get the codes to see what the problem is put a jumper wire to it...the fans came on!....Dame now I have a mess.....if anyone can give me any help to solve this problem it would greatly appreciated

When you say "nothing" do you mean the starter doesn't engage or do you mean the starter spins but the engine won't start? Do the warning lights on the dash perform the bulb test when the key is turned to Run? Have you checked to see if you are getting voltage to the starter and the starter solenoid?

Put your finger on the relay you can feel it pulse if working.
