00 how to riviot the 2 rivots to that gas tank strap bracket

hi
I like to know I bought a gas tank assembly which is you can buy the gas tanks now fully assembled with the fuel pump installed and wiring and you get the straps

but it doesn't give you the pre rivioted side bracket I going to have to drill them out but the issue is I don't have riviots like that and I not sure if I can put bolts in there as it be pressing against the gas tank

what are your guys options when replacing the strape

or do I need to take it to a garage and get it done

or did they sell me wrong straps and get the one with the side mount rivioted to it
