Unhappy 91 PA sometimes stays in 3rd gear

The transmission doesn't seem to shift back properly every now and then.
The problem can be recreated by driving 70mph and then At ±25 mph the 'check engine' light flashes. When stopped the engine because it is in 3rd gear!
This was confirmed by accelerating slowly, at this point the RPM stays at about 3000 and it doesn't shift gears all the way to about 55 miles when it goes into 4th.
I think it might be electrical because when it is stuck in 3rd, until now I turn the engine off and on it is no longer stuck.
Changing gears doesn't do anything except the engine obviously gives full power in reverse.
What could it be?

Not sure what you mean by 70 mph and +/- 25.......when a check engine light flashes, that means you have a bad misfire, not a transmission problem....

3000 rpms is not accelerating slowly.........Your tranny has a vac modulator that controls shifts.....check your vac line, especially for the presence of tranny fluid....

This is hydraulic, not electrical shifting......put in "1"......get rpms to 2500.....then shift to "2"...does it shift? at 2500 rpms, now "3".....does it shift? Now get it to 2500 rpms and shift to "D".....does it shift? Do rpms drop when TCC engages?

What is the condition of the tranny fluid? Level?

Could be a number of things, causing a delayed shift to 4th......
