93 Camry 3vz-fe IACV will not reopen create idle problems

My car have very low idle(around 100~200rpm) or can not start up the car and I need add gas in order to start the car.
I find out the IACV will not reopen the valve after turn off power.
I check the IACV and IACV is work OK since it can move in and move out by connect the bettery by itself.
The IACV also is clean.

Please anyone can give me advice How to reset IACV and let ECM know in order back to nomally idle.

Did my ECM have problem?

If you want to reset the ECM, remove the fuse for a couple of seconds and replace it. It is unlikely that it is your ECM. Check the connections and wiring for bad/dirty connections or broken wires.
