Which Car should I buy?

Hey everyone! I own a 1996 Ford Mustang GT, I want to own 2 cars so that if one car breaks down then I will have a secondary car to drive to work. But don't get me wrong, I plan on fixing both cars up, I have the Mustang as my muscle car, and all of my brothers have tuners, I want a tuner as well, it would be nice to have both muscle and tuner, one of my brothers car is a 2000 Eclipse GS, and my other brother owns a 05 Hyundai Tiburon GS turbo'ed and running 20psi. I want a car to run with them, as we are in a competition to build the best tuner, I have a total of $4,000 to spend on a car, and then ill save up money to fix it up as much as I can, such as rebuilding the motor with forged parts and etc.. So I did tons of research and came up with a few candidates, them being the following:

1. 96-99 Eclipse GSX (all wheel drive 2.0l I4 Turbo'ed)
2. 03-05 Tiburon Gt (front wheel drive, 2.7L V6)
3. 96-99 Honda Prelude (V-Tec)

Keep in mind I want a car that has great potential for a decently priced build, such as the cost of upgrade parts (performance parts), the horse power goal is 400WHP. Not sure what would be the best car for achieving 400WHP while keeping in mind which car will be the cheapest to fix up, and having a great availability in parts. I'm not asking anyone to do research for me, but if someone has any experience with a great build they have done or has great knowledge on which cars are best for budget builds, so with that being said please feel free to recommend a car that is not on the list for being a great budget tuner build!
