. Regulated vacuum from the vacuum regulator valve is directed to the EGR-VS. When vacuum is above 8 inches Hg, the switch's electrical contacts close and complete the circuit to ground. The EGR vacuum solenoid valve is energized allowing unregulated vacuum from the intake manifold to be directed through the EGR vacuum solenoid valve to the EGR valve.

or old school way makes sure you get vaccum to the soelnoid un plug electrical connector apply 12v and a ground to activate soelnoid and the vaccum should pass thru

Also suck on end of vac line to EGR and see if it moves....if you don't have a vac pump....

certain egr's also need exhaust back pressure on the pintle for the diaphram to move along with a vacuum source. as pulling vacuum only may not give you the proper results
