Torx safety screws

What is the purpose of that design. A small pin/stud in the middle of the screw head so you cant use a regular torx? I can't see any real purpose other than having to purchase a new tool. It doesn't hold it any tighter or prevent it from loosening............just don't get it.

It's a security screw. So people dont tamper with whatever its retaining.
