1990 Geo Prizm OBD HELP

Is there such a thing as an "On-Board Diagnostic" plug or port on a 1990 Geo Prizm?

I have a check engine light and an engine that won't start. I was driving up a graduale incline with the car sorta chugged and the engine stopped. I coasted to a stop, attempted a restart with no luck. I know it's not power, none of the lights dim when I try and start up. When I turn the key over, it sounds as it normally would, but it's just not kicking over.

Any help would be greatly appreciated. Thanks.

1) Check fuel pressure.
If no fuel pressure, check both fuel pump fuse and relay.
