Solara Fuel Pump replaced - won't start

2000 toyota solara, 2.2 L engine

Had prolonged whistling/whining noise for over 3 months when running/getting gas. Thought this would be the fuel pump going out. Finally just quit, would not start one day, not getting any fuel. Replaced fuel pump, and fuel filter in fuel tank. Car turns over, will not start. Cannot determine problem, is there some relay that needs reset? Find only conflicting information on this, nothing matches the actual car parts. Cannot locate any type of fuel pump relay or circuit opening relay.
No fuel getting into output line, car does start when sprayed carb cleaner directly into carb, but will not run.
