Shaking Steering Wheel

Some one has posted this question to me:

"I have a 2004 Lexus E330 that I cannot Keep the new Tires Balanced... the steering wheel keeps shaking. What can I do to stop the Steering wheel from shaking. and I have already had a whel Alignment. tires rotated and balanced"

Any answers appreciated

Does the steering wheel shake all the time, or only above certain speeds? Does it get better or worse when the brakes are applied? Does it get better or worse when turning the steering wheel? Have the wheels been swapped front and rear, or just left and right? Any change? If the steering wheel is turned with the engine running and transmission in park, is there any vibration in the steering wheel?

Sounds like a bad tire ! I know they're new but believe me when I say plenty of new tires are defective ! I used to work at a warehouse store and you would not believe how many new Michelins were sent back " Before " they were installed . The defects were so obvious to the tire techs ! I'm not picking on Michelins either - it is a problem that's possible with any tire brand . Sounds like a " slipped belt " in the tire . If it's a defective tire problem , all the balancing , etc. will never fix the problem .

Have the tie-rod checked(if this vehicle has one). You'd be surprised how often this one gets overlooked.

Swap the front with the rear tires and see if the shaking changes from the steering wheel to the seat. That indicates a bad tire.

I deferred this question to someone who has more mechanical knowledge than I do, but I'm still interested in the replies here!
