1996 nissan hardbody clicking noise evap

I have a 1996 Nissan Pickup xe 2.4l. The evap purge valve (Part# 14930-3m201) is making a loud clicking noise for 1-3 seconds when I turn my key on and off and I hear the same type of clicking while im driving but once I stop the noise stops. I am not getting any codes. Is this valve supposed to make noise?

Not if you were sitting in the truck.Sounds to me the soleniod is defective.
