Device to save fuel?

I probably should have posted this here istead of concepts.....I'm sorry!

I'm doing research for my boss and know nothing about this, so please be patient!

Have you heard about a device that “pulls apart” or “polarizes” the elements of gasoline before it enters the catalytic converter thus making the fuel burn more efficiently and reducing the carbon foot print. He is claiming that he is getting between 10-20 percent gas savings on the cars he has tested them on, the carbon foot print is reduced and there are no needs for “tune ups” because the gas burns more cleanly.

I'd appreciate any information, thoughts and/or feedback that you may have. Is it feasible or fantasy?

That is full of bullshits. It's physically impossible to polarize gasoline since it's lipid-soluble, it can't be polarized. Because this molecule doesn't have any electronegativity. And btw gasoline doesn't go in catalytic converter but in lower intake manifold or cylinder, depending of the year of the car.

The saving of your boss that he claims may come from his driving habits, I don't know which one, so many possibility. Maybe he goes slower, accelerate slower... It's a placebo effect.
