98 Monte Carlo Z34 High RPM

Daughter's car.. I drove it the other day and noticed that at 70mph, the engine RPM was 3,000.. Let of the gas slightly and rpm drops to 1,200.. Does this model have a lock up torque convertor? Is it possible it is not going into high gear? Seems very odd to me.. Electronics?

looks like there is no 4th gear ..have the transmission failure codes read ...this will require a drivetrain scanner GM ...
