Post GMC Jimmy passlock issues

OK... first off my battery dies so I removed it and cleaned the terminals than replaced and off I went . I than had an inspection performed and my state has emissions testing and guess what... yep FAIL . Although there are no codes showing on the printout the mechanic said it was a code P1626 Pass-lock issue. The vehicle does seem to (every 3rd or 4th start up) really lag when starting and a couple times right after a lagging start die on me about a half mile down the road. Also when it does it's laggy start up the tow/haul indicator light will be on and I push the button that shuts that off . It also seems to me that I have lost 3-5MPG gas milage since all this began (although this could be all in my head or gas prices haven't really put a finger on that). I heard somewhere that there may be some pattern (driving or key useage IDK) that might reset this after you get a service or battery change. Does anyone know if this is so or what I might try to fix this mess, I'm going crazy . Thanks ~Angel

well in general, if the battery is disconnected, you will have to complete a full drive cycle (usually 60 or so miles of regular driving should do it) in order for the computer to reset.

sounds like you may have a bad cell in the battery. stop in an autozone or advance and have them do a load test on the battery (it's free)

The state test technicians are required to fail the vehicle if all of the monitors have not run and completed their tests, commonly referred to as "I/M Readiness". As mentioned, a drive cycle will force all monitors to run and complete their tests. Here is the procedure:
http://www.obdii.com/drivecycle.html With experience, it takes about 15 minutes to do a complete drive cycle. You do not have to do the complete drive cycle as outlined. If you know what monitors have not completed, those are the only steps you need to do.

As for the "lagging start" and poor performance, has the engine been tuned recently along with a fuel pressure and leakdown test?
