98 PA programming new keys?

Got a base 98 PA with 215k and cannot program new keys for it. Followed the instructions in the owners manual. But only 1 of the 5 new keys works ~most~ of the time, the other 4 either don't work or allow the engine to start then die in 3 seconds. The 'Security' light is then turned on. Any help here, or do I shame myself by going to the DEALER?
