Stuck in PARK

My 99' GCL, 4.0, auto tranny, gets stuck in the park position when trying to start it.

I do the press on the brakes, turn the key....nada, not even a click to the starter. The radio comes on, but that's it. It will also not go into Neutral by stepping on the brakes.

If I push wiggle the shift lever forward towards the front grill, it may help to start up. It gets to a point where I want to just leave the engine on while shopping or getting gas. It just started a couple of days ago and it's like a hit and a miss for the engine to crank over. But once the motor starts, no other problem.

I went to AZone and it did throw off a P1762..governor pressure sensor offset improper voltage...so in layman's lingo, what's that mean and is the source of the starting problem?
