1994 jeep grand Cherokee Laredo will not start in park

I have a 94 jeep and it will not start in park. I have to move the shifter all the way down to 2nd gear 4 or 5 times to get it to start. I bought a neutral safety switch and replaced it but it is still doing this. The one I bought is the 11.00 part not the 300.00 one that is on some transmissions. My jeep only has one neutral safety switch and that has been replaced. I was told it could be an ignition safety switch but i do not know where it is. this is the 8 cylinder
