after a complete tuneup why won't my 1995 chevy lumina van pass emmissions

Welcome to the forum... TO help all who will try to help, please provide some extra info:
What was the failed item? Is your check engine light ON ? Was the "not pass" based on actual exhaust analysis tests or based on codes ? What is your engine type? What is the mileage ? Were components changed recently? Any other action taken on car condition ? Is A/C still operational? You don't necessarily need A/C but failed a/c can pop a code....
...any other relevant info can help pinpoint a specific problem........before changing components one at a time ...
