Angry vehicle speed sensor? help!!!

My engine management light comes on as soon as i start my engine and stays on constantly. She won't rev above 3,500rpm in any gear and limits me to a top speed of 60 ish mph in 5th gear. She hits that 3,500 rpm like a limiter and starts jerkin. Ive hooked her up to a diagnostic machine and she's throwin a code 17, which i believe is the vehicle speed sensor. If i changed the sensor would this fix my problem? And how do i go about changing it? its an electronic transmission mounted vss. P.S. My car is a 1995 civic vti with a B16A vtec engine. cheers

So, your speedometer is telling you that you are doing 60 mph, but you're wondering if the vss is working?
Sounds more like an ignition issue.

ive read that the vss can cause a similar problem?? yes, the speedo works fine but she wont accelarate over 3,500 rpm in any gear....its like a limiter she starts jerkin. any ideas on what the ignition problem might be?
