Unhappy seatbelts in 1990 cougar

Hi,

Just got a 1990 mercury cougar. The seatbelts (powered version) do not work. The drivers side is stuck all the way forward, the passenger all the way back. We get no seatbelt light, no buzzer no nothing. Our haynes book doesn't give us any help whatsoever. The fuse is good, but there is no power going back to the seatbelt motor at any time. Any ideas?

More trouble shooting needed

I can think of a couple of things, there is a short or broken wire AFTER the fuse or the motor is bad.
