Question 99 2.2 very hard to start

I replaced the starter in Sept 06,but it is still hard to start.When I turn the key it won't start for about 2 or 3 seconds,or I would have to give a second or third turn to start.On a lucky day it just starts right up.Any help would be great.

I have had the same situation and mechanic just fixed some electics cord.
