Question Brake Ware

I have a 98GC LTD with about 125k I have had this car for 40K now. Love the old clunker. The first set of pads on the front were dealer installed and only lasted about 30k. I then proceeded to replace them with NAPA's ceramic pads (about $80 a pair). Thinking I would get a good long use out of them. When I replaced everything I made sure to clean the rims and all brake parts, but now that I am lets say 6k into the pads. I have the worst brake dust build up on the inside and outside of the rim. Could this be a caliper that is not backing off all of the way?? Not a major issue now but afraid it will become one. Any help will be greatly appreciated.
